How would things look if our government actually lived up to the vision of the Founding Fathers? They mandated that the number of House representatives "shall not exceed one for every thirty Thousand" constituents. Today there are about 0.046 House seats for every 30,000 citizens. So, technically the current House does obey Article I, Section 2 of the Constitution. However, any reasonable person would read the Constitution to mean there should be about 30,000 citizens represented by each House rep. If that were the case, then the voting powers of states would be approximately as below (for 2002-2010 elections). Notice the numbers are much more equitable than in the previous table.
